Robinson/Planning Direc ~u~-t2-~~ <br /> DATE: September 12, 1984 <br /> <br /> SUBJECT: Silver Maples Mobile Home Park Water Service <br /> <br />For sometime Cabarrus County has been working with Mr. Don Sellers of Silver <br />Maple's Mobile Home Park concerning terms of county water service to his develop- <br />ment. Mr. Paul Watson and I met with Mr. Sellers at this development on August <br />30, 1984, to review the situation once again. <br /> <br />Basically, Mr. Sellers wants to secure a commercial rate for water service which <br />reflects a "bulk rate" for water sales. Mr. Sellers maintain's that since his <br />development operates as a regulated Utility, he should receive the commercial or <br />bulk rate for water service. <br /> <br />Mr; Sellers further states that if he could secure a commercial rate for his <br />development, he would convey to the county the private water lines in the front <br />part of the development known as Paradise Estates Mobile Home Subdivision. If <br />co~aercial rates are not obtained then he is not interested in conveying these <br />lines to the county. <br /> <br />In reviewing this matter with Mr. Seller's, it was noted that there is no specific <br />provision in the adopted county water system policies for bulk water sales to <br />private utilities . where water resale is intended. Nor is there any provision <br />which covers bulk water sales to a development (commercial or otherwise) where the <br />cost of the water was not charged directly by billing but was instead added to the <br />monthly rental of the dwelling unit or dwelling space. <br /> <br />When the Cabarrus County water system was being planned, mobile homes including <br />those in parks were considered as individual customers. Farmers Home Administration <br />then used the projected number of customers to develop a rate structure that would <br />cover the proposed budget. <br /> <br />The adopted water policies follow this line of thinking in that on page 9, Section <br />D of the policies mobile home parks are allowed to tie onto the county water system <br />the same as a subdivision would with separate meters for each space or lot. <br />Section F allows another option of service. Here a master meter is pruchased. <br />The monthly gross water use is divided by the number of dwellings to get a per <br />family water cost. Then this cost is multipled by the number of dwellings to get <br />the total water bill. <br /> <br />I have called a number of counties with water systems and all require mobile home <br /> <br /> <br />
