September 24th, 1984 <br /> <br />To be acted upon by the County Co~nissioners: <br /> <br /> ARTICLE IV <br /> <br /> For the purpose of this Ordinance ,'owner" of an animal shall <br /> include any person, firm, corporation or association that feeds, <br /> provides shelter for or othem~ise cares for said animal for a per-I <br /> iod of three or more days. <br /> <br />~he reason for this is that people will. kee~ dogs and cats for months and say <br />they are not the o~ers. The animals are not vaccinated and in some cases, the <br />animals are allowed to run loose. <br /> <br />CASE HISTORY: A lady in Kannapolis had two stray cats. As time went on the <br />cats had kittens. Now she has over eleven cats and kittens and the neighbors <br />are complainine to us about the cats runnihg loose, not vaccinated and doing <br />damage to the trailers and homes. ~en y~ go to these people, tbey say the <br />cats are not theirs and they are not responsible for vaccinations or for the <br />animals. <br /> <br />CASE HISTORY: A man {n Kannapolis took in a dog. Later the dog had puppies. <br />He ~ave the puppies away when they wRre old enough. The dog started to run <br />at large and bit a child. This man was ~iven a citation, went to court and <br />lost. The jndme stated tbat anytim~ a eerson starts to care for a dog, then <br />he is responsible for that dog - vaccinations and running at large. <br /> <br />This addition to the Ordinance would help Animal Control so that scmeone would <br />be responsible for the animals they are caring for for a period of time for <br />any reason. <br /> <br />It is already in our Ordinance (Article 1, Section 7) stating it shall be unlaw- <br />ful for the owner,keeper, harborer of any dog. Just the word "owner" should <br />mean keeper or harborer of any dog or cat. <br /> <br />Approved by the Animal Control Advisory Board on September 18th, 1984. <br /> <br /> <br />
