MEMORANDUM: TO: Blair Bennett, County Finance Officer FROM: Jim Cook, Social Service Director SUBJECT: Budget Amendment for Chore Provider Training. Attached is a budget amendment which I would like to'have considered by the Board of Commissioners at its first October meeting. Based upon its application, this Department has been awarded a Special grant for training of Chore service providers. The grant is $1700 in 87.5% Federal/State funding. With the 12.5% local match required, the total for this program is $1943. We currently have 25 Chore providers who provide in-home services to 27 low income elderly and disabled persons to permit these persons to remain in their homes. Our clients employ the chore providers at minimumwage for up to 100 hours a month under contracts to which we are a party and we reimburse the client utilizing 87.5% Federal/State funding. The State is currently placing a great deal of emphasis upon training chora service providers. Very few of ours have had formal training in personal care of clients. The training program we would like'to provide would utilize a 30 hour curriculum package developed by the State. Rowan Technical College has agreed to provide the training and we are in the process of making arrangements subject to the approval of the Board of Commissioners. We feel that 14 to 16 of our chore providers would be able to participate in this program. We propose utilizing the grant in accordance with State regulations as follows: Wages/FICA of Providers: 30 hrs. X $3.35/hr. X 16 providers X 1.07 (for FICA)= $1~21 Registration fee: 16 providers X $10 = 160 Training materials: = 62 TOTAL: = $194J We are not requesting an additional appropriation of County funding for the $243 local match requirement. Our amendment request proposes reducing General Assistance by this amount.
