DIVISION OF HEALTH SERVICES ' :vT
WESTERN REGIONAL OFFICE
Building 3
Black Mountain, N,C. 287t
(704) 669-3349 R E C E I V E D
To: Fre~ pi~klngton, Health Director SEP ~ 1 lg84
C~barrus County ~ealth Department
THROUGH: Ben Henderson, Consultant~)~4b CAB. COUN;Y
H~A~TN DE2T.
Fami]y Planning Progra~

FROM: Hargie Rose, Head
Family Planning Branch

SUBJECT: Ailoc~tion of "New" Title X Funds

This letter is to inform you of the allocation of $5,654 in Family Planning
Title X funds. These ne~ funds will raise the continuation funding level
of the Cabarrus County Health Department to $27,490 for this and subsequent
fiscal years.

These additional Title X funds are federal categorical grant dollars that
carry certain expectations for progTam performance that your agency~ as a
provider of comprehensivg family planning services, is obliged to address.
Continuing adherence to Title X regulations and guidelines by all providers
is essential if North Carolina is to compete successfully for Title X
resources in DHHS Region IV.

Ben Henderson, your regional family planning consultant, has contacted you
recently regarding concerns which were raised during a recently conducted
survey that focused on compliance issues. Specifically, your program is in
need of improvement in the areas of program review (reference page 55 of the
Family Planning Program Manual) and estimated need met (age 15-19 is presently
12.B%). He will be working with you over the next several months to develop
a plan to remedy some of these concerns. This plan for program improvement,
to be developed by December $1, 1984, should be carefully followed in or,er
to increase the probability of achieving a higher funding level in the future.

Each local health department will be expected to initiate a contract budget
revision reflecting the increase in funds referenced in the first paragraph
of this memorandum. Be certain to use "DH$ Funds 1285" on the revision as
the source of funds. Completed revisions should be submitted to your program
consultant for review as a first step in amending your family piannlng budget.
Please contact your regional consultant with any questions.

BH/cbb

cc:Dr. Yerna ¥.
