:Cabarrus County Health Department

'; Will~m F. Piltington, Health Dkector
,~ October 31, 1984

MEMO

TO: Charles D. McGinnis

FROM: William F. Pilkington

In official session on October 30, 1984, the Board of Health voted
unanimously to recommend that the Board of County Commissioners award the bid
for the trash compactor to Mitchell Distributors for the Ingersoll-Rand
A1-Jon 750,

The two bids received were as follows:
(1) Ingersoll-Rand Al-gon 750 (bid by Mitchell Distributors)
$203,000
(2) Tans 40-C (bid by N. C. Equipment Company)
$193,000

The Board of Health based its recommendation upon the following relevant
facts:
(1) The first Tana 40-C will not be produced until December 5, 1984. There-
fore, we are unable to see a Tans 40-C before we take delivery on one.
We have seen three A1-Jon 750s in operation.
(2) We did look at six Tana 30s which do not have the air cooled engine
that the Tana 40-C will have. From talking with the operators of these
Tana 30s we found the following problems:
a. Tha Tana 30 is slower than the A1-Jon 750. Because of
the slow speed it is difficult for the Tana to keep
up with the work load.
b. Those landfills burying garbage on unlevel terrain experienced problems with the Tana chain drive system.
In fact, of the six landfills we visited with Tanas, four
of them had replaced at least one chain. None of these
machiues were more than 2½ years old and two of these
machines were ].ess than a year old. These chains cost at
least $2,500 each and a Tana 40-C has four of those chains.
e. The Tanas get stuck easily in wet ground.
d. Two of the Tana 30s had experienced engine failures within
the first year. (Both of these were diesel engines; water
cooled.
a. Ail of the three sites visited with Al-Joe 750s reported
excellent service with only minor repair problems.
