I Governor designates SDA's Involved local governments should <br /> (~ould slip to b~rch) bmve agreed on methods of setting <br /> up PIC (OPTIONS 2a, b,c,) so agreed <br /> up CEO can respond in writing to <br /> Governor's plan. <br /> <br />Feb. 15 Governor receives appeals CEO(S) seek SDA designation (.e.g: <br /> to "opt out" of state SDA could be ~yor for Charlotte/He6k- <br /> plan and/or finalizes SDA's. lenburg, Chaieman for'Gaston County <br /> and COG Chairman for other counties). <br /> <br />Mar. 1 Nominations received for PIC's. If designated, each SDA would receive <br /> private sector nominations from <br /> Chambers of Commerce, plus appoint <br /> other members. <br /> <br />Mar. 15 PIC appointments made by CEO *COG board should make PIC appoint- <br /> ments. If members voted on OPTION <br /> 2c, they should have made their selec- <br /> tions earlier. <br /> *COG (and each counny involved) <br /> should be ready to stipulate the ex- <br /> tent they want to work on planning <br /> with the PIC (OPTIONS 3a, 3b, 3c]. <br /> Resulting PIC structure sent to <br /> governor). <br /> <br />Apr. 1 Governor cert~ias PIC's <br /> <br />Apr. 15 New PIC's convene PIC (and its staff) conv~e, nominate <br /> businessman chairman, review past <br /> programs, then prepare agreement <br /> with local governments (select <br /> version of OPTIONS 3a, 3b, and 3c). <br /> <br />>~y 1 State publishes planning At this point PIC begins preparing <br /> guidelines (draft) training plan for service delivery. <br /> Local governments should be reviewing <br /> *OPTIONS 3d and 3e if they want to be <br /> in the contractual chain and OPTION <br /> 3f if they want veto power. <br /> <br /> <br />
