NACo's Legislative Conference gives county officials
the opportunity to learn of the legislative and policy issues that will
affect counties, from the leaders in Congress and the White House.

The 1983 Legislative Conference promises to be the n~st exciting and
crucial legislative conference ever. The issues that will be addressed by
the first session of the g8th Congress will have a critical impact on counties:

- the fate of General Revenue Sharing, which remains uncertain.

a major reconciliation bill in March may mean additional
cuts in domestic spending and entitlement programs.

reauthorization of the community development block grant
program.

funding for payments-in-lieu of taxes.

continued interest in a jobs initiative.

The 1983 Legislative Conference will enable you to confront these
issues head-on, anticipate policy outcomes and develop a plan of action for
your county.

I urge you or a representative from your county to attend this important
conference. Please use the form on the opposite side of this letter to register
for the conference. I look forward to seeing you there. Best wishes for a
~,lerry Christmas and a Happy New Year.

Sincerely,
,.~ ~ i~..~.

' William. Murphy
NACo President
WM:ald
