However, it can be <br /> conservatively estimated that at any given time approximately <br /> five (5) percent of the package treatment plants are mmlfUnctioning <br /> and therefore discharging raw sewage into the Rocky River. Given <br /> the fact that 8,602,500 gallons of effluent are discharged into the <br /> river each day Jt is likely that almost 500,000 gallons of raw <br /> sewage are discharged into the river each day. <br /> <br /> This is the best information that we could obtain because it is the <br /> only written information available. The staff of H.R.C.D. would <br /> <br /> which were chronically malfunctioning. It is their contention that <br /> any plant malfunctioning is brought into complfance itm~ediately upon <br /> discovery of the malfunction.
