5. Cabarrus Count3, Health Department

January 12, 1983

PIEHO

TO: Harold Nash, Chairman

FROM: William F. Pilkington, Health Director tO~

Per your request, herein fs a srm=~ary of the amount of "legal"
effluent flowffng into Rocky River. ~nis effluent is required to
be treated and should not be raw sewage. However, it can be
conservatively estimated that at any given time approximately
five (5) percent of the package treatment plants are mmlfUnctioning
and therefore discharging raw sewage into the Rocky River. Given
the fact that 8,602,500 gallons of effluent are discharged into the
river each day Jt is likely that almost 500,000 gallons of raw
sewage are discharged into the river each day.

This is the best information that we could obtain because it is the
only written information available. The staff of H.R.C.D. would

which were chronically malfunctioning. It is their contention that
any plant malfunctioning is brought into complfance itm~ediately upon
discovery of the malfunction. Given the number of counties covered
by the Mooresville office of N.R.C.D. and our o~rn personal experience
it is unlikely that any immediate corrective action is taken upon
discovery that a treatment plant is in non-compliance.

If I can be of further assistance to you,. please let me know.

ft

Attachment
