Mr. J. Harold Nash, Chairman
Cabarrus County Board of Co~Nissioners
302 N. Ridge Avenue
Kannapolis, N.C. 28081

Dear Sir:

The North Carolina Association of Assessing Officers consists of the
Tax Supervisors or Tax Administrators throughout the State.

At the i~580 Annual Conference the Association felt it should establish
a Special Designation Award. This award would be called "North Carolina
Certified Assessor". It would become the highest award that our Association
could offer to either a Tax Supervisor or Tax Administrator. The criteria
for achieving this award was based on professional accomplishment. It is
an award for those individuals who are career 'oriented and self-motivated.

At the 198] Annual Conference, held during November 1981~ this award
was presented to those Tax Supervisors or Tax Administrators who had met
these qualifications over the past years. With a total of 100 Counties ~n
the State, there was a potential of !00 candidatas. Only six individuals
met these qualifications.

At our 1982 Annual Conference held during November 1982, we recognized
five more "North Carolina Certified Assessors". They were presented a cer-
tificate along with a lapel pin during our annual banquet on Thursday,
November 18, !982.

This letter is to inform you that Terry L. Rowland was one of the re-
cipients of this high award. Cabarrus County should be .very proud of this
great accomplishment. Terry is highly regarded within our Association. As
President of the North Carolina Association of Assessing Officers, I am
proud to inform you of this great achievement.

Yours very truly,

Will R. Sullivan, President
N.C.A.A.O.

WRS/gs
