February 7, 1983

Mr. J. Harold Nash, Chairman
Cabarrus County Board of Commissioners
P. O, Box 707
Concord, North Carolina 28025

Dear Mr. Nash:

The Town of Mooresville is currently upgrading it's water
treatment facilities by building a new waste treatment plant and
outfall lines. The cost of these improvements are $11.4 million
dollars. (I believe Concord or Cabarrus County has just recently
been involved in a similar situation.) The completion of this
project is scheduled for October, 1983. We have experienced some
difficulty in waste treatment in the past thirty days. Prior to
this we have met our interim N.P.D.E.S, Permit for over a year and
one-half.

The Cabarrus County Health Director is incorrect Lo some degree
in bis information supplied to you. Our current discharge of
eff)uent into Rocky River is approximately three million (3,000,000)
per day and not five million (5,000,000). The Health Officer or his
representative may feel free to call on our Waste Treatment Super-
intendent David Wagoner at 704 664-1197 to get information or be
taken on a tour of our current waste facilities. Also, he may call
on the N. C. Department of Natural Resources and Community Develop-
ment for information on our waste treatment facilities 704 663-1699.

Our waste treatment plants are similar to any plants in North
Carolina and sometimes you may run into problems, The Town of
Mooresville would not intentionally pollute any stream if it could
be prevented. I imagine the plants in your County have experienced
the same problem.

Please feel free to call or write agai~,~oncern'ing this matter,
(~. ~SincereJy//'7
Joe V.
