C. 28025 <br /> <br /> Subject: Small Uusiness Administration Parks and Recreation <br /> Area Development Grant Program <br /> <br /> Dear Mr. McGinnis: <br /> <br /> The State of North Carolina has applied to the Small Business Administration <br /> and anticipates receiving $1,179,700 in grant funds to be used for the re- <br /> habilitation and development of public parks and recreational areas. State <br /> agencies and local units of government are eligible to apply to the Depart- <br /> ment of Natural Resources and Community Development for subgrants of 100% <br /> Federal Funds up to a maximum of $50,000. Applications must be submitted <br /> to the Regional Park and Recreation Consultant in your area according to <br /> the enclosed funding schedule. <br /> <br /> A minimum of 60% of subgrantee funds must be used for labor. The remaining <br /> funds, up to 40%, can be used to purchase plantings and supplies to accomp- <br /> lish the following types of work: bedding for flowers; replanting; planting <br /> of trees, shrubs and flowers; simple soil erosion control; grassing; earthen <br /> or wood packed trails; and other traditional types of landscaping work. <br /> <br /> Eunds were authorized under the recently passed jobs bill for the purpose <br /> of involving small businesses in providing jobs during a time of bigh un- <br /> employmeut and in order to accomplish benefits of lasting value. It is <br /> the law's intent that grants be made quickly and the employment program be <br /> underway without delay. For that reason, ali projects funded must be com- <br /> pleted before October 1, 1983. <br /> <br /> Also enclosed are guidelines which give additional information regarding the <br /> program. If there are any questions, or if assistance and application forms <br /> are needed, contact the Regional Park and Reereation Consultant in your area. <br /> (Consultant names, addresses, and telephone numbers are eoclosed.) <br /> <br /> I believe that ~his g~ant would not only be a tremendous asset to ~'rank <br /> Liske Park development bu~ more importantly to all County grounds. Under <br /> the proposed guidelines we could spend $20,000.00 on materials and supplies <br /> whlie speeding $30,000.00 os a 15 man crew with 2 crew leaders. Please <br /> note that our application for this 100% federally funded grant must be in <br /> by June t, 1983.
