COMMUNITY ACTION COUNCIL OF CABA~US COUNTY <br /> <br /> CONCORD, N. C. 28025 <br /> <br /> June 6, 1983 <br /> <br /> RESOLUTION <br /> <br /> ~{EREAS, Cabarrus County, North Carolina, has demonstrated its growth <br />potential during thc past decade with a dramatic increase in population and <br />industrial expansion; and <br /> <br /> WHEREAS, residential growth and development have already outstripped our <br />ability to provide adequate water and sewer services; and <br /> <br /> WHEREAS, the soi~s in Cabarrus County will not support the present and' <br />future requiremenfs for septic tanks; the County Health Department is rejecting <br />over 60% of septic tank permit requests based on more stringent state regulations; <br />presently some families in the county can only use their well water systems for <br />non-drinking purposes, being forced tn purchase weter for personal consumption <br />needs and utilize expensive filtering systems; and <br /> <br /> WHEREAS, the general health, growth and development of the community, as <br />well as ~e economic well-being of the community, is directly dependent on a <br />good and adequate supply of potable water and an adequate waste disposal system; <br />and <br /> <br /> WHEREAS, the Community Action Council of Cabarrus County, made up of the <br />12 township committees, was organized to identify and delineate the primary <br />concerns of each township have determined that water and sewer facilities are <br />the primary needs in the majority of the townships. <br /> <br /> THEREFORE, BE IT RESOLVED, that the Community Action Council of Cabarrus <br />County gives its strongest endorsemmnt to the county commissioners to establish <br />a capital outlay of funds, taking whatever steps are necessary, including <br />revenue bonds, grants, Farmers Home Administration loans, tax levies, or other <br />actions for the financing and installation of a.water supply, water supply mains. <br />and sewer outfall lines to the major population areas of the county; and be it <br />further resolved that since these conditions exist, we endorse the 1978 studies <br />made by Peirson & Whitman, Inc., consulting engineers, and updated by Henningson, <br />Durham and Richardson (HDR); we strongly urge the County Board.of Commissioners <br />to follow the plans and steps provided in these studies to provide water and <br />sewer facilities for the present and future needs of Cabarrus County. <br /> <br /> Chairman ¥1ee-Chairman <br /> <br /> George L.
