Furnish advice a~ assistance to the governi~ b~y of the duly incor~rated association In connection with (a) the notice f~r and co~uct of meetl~s; (b) ~he preparation of minutes of ~etings; (c) the preparation and enact~nt of such resolutions as ~y be necessary tn connection with the aut~rizatfon, financl~, constr~ction, and initial o~ratton of the system; (d) the preparation of such affidavits, publication notices, ~llots, reports, certifl~tions, and other inst~ments and advice as may ~ needed In the co. oct of such bond elections as ~y be necessary; (e) the pre.ration and c~mpletion of such bonds or other obligations as ~y be necessary to finance the system; (f) the c~pletlon and execution of docu~nts for obtaining a l~n ~de or insured or a grant made by the United States of ~erlca, actt~ through the Fairs H~e ~m~nistrstion, U. S. ~rt~nt of Agriculture; (g) enteri~ into constroctlon coutracts; (h) preparation and adoption of By-~ws, Rules and Regu~tions, and rate schedules; (l) such other corporate action as ~y be necessary In connection with the f]nauc!ng, construction, and lnitla! o~rat!on of the system.
