Robinson, Planning Director <br /> <br />SUBJECT: Proposed Development in Corridor for Westside By-Pass and <br /> Cabarrus County's Positien on Such DeveloPme~n~t' <br /> <br /> The subject matter has come before the Planning staff and Planning <br />Board and needs your and the Commissioners! attention as soon as possible.' <br />Cabarrus County along with several other Jurisdictions adopted the KANLACON <br />Thoroughfare Plan in 1980. The purpose of tile Plan is to promote the <br />development of an orderly and efficient highway System within the area. <br />A proposed major facility in this Plan is the Westside By-Pass which is <br />planned to alleviate traffic congestion along U.S. Highway 29A in <br />Kannapolis and Highway 29 in Coacord and to provide better industrial access <br />to 1-85 from the Highway 49 and U.S. HighwaY 29 areas west of Concord. <br />(See attached map.) The N. C. Department of Transportation condUcted a <br />feasibility study on this highway project in May of 1982. It is my under- <br />standing from talking with M C. Department of Transportation Officials <br />that this project will likely be added to the State of North Carolina <br />Transportation Improvement Program at its next up-date. <br /> <br /> Now comes the problem. The Planning Department is presently working <br />with t~o developers who have plans to sUbdivide land within the Westside <br />By-Pass corridor for residential development. (See attached map.) According <br />to Article IV, Section C of the Cabarrus County Subdivision Regulations, <br />right-of-way must be reserved for any planned thoroughfare which embraces <br />any part of a proposed subdivision. Several questions immediately arise: <br /> <br /> 1) Is the roadway to be developed; <br /> <br /> 2) What will the thoroughfare do to the developers' plans; <br /> <br /> 3) Are there any alternatives to the thoroughfare's location; <br /> <br /> 4) What are tile particulars involved with a reservation; <br /> <br /> 5) What is the best course of action for the County to pursue? <br /> <br /> <br />
