b~MORANDUM - 3 - November 16, 1983

4) Request County Attorney to research requirements for thoroughfare
reservation associated with Subdivision Plat approval.

Finally, if no resolve comes from the above, the Commissioners need
to decide whether or not they are going to require a reservation as now
shown on the Thoroughfare Plan and how such tight-of-way would be purchased.
Many of the planning programs in Cabarrus County have only been enacted
in the last few years. This proposed development is the first time such
a problem has arisen, but it won't be the last. The County needs a firm
policy to handle these situations. At the very least, better language
should be added in the Subdivision Regulations concerning thoroughfare
reservations. Local developers, surveyors, realtors, and bankers should
also be made aware that the County has an adopted Thoroughfare Plan.
