LONG <br /> DECEMBER 12, 1983 <br /> <br /> REPORT TO <br /> CABARRUS COUNTY CObffilSSIONERS <br /> <br />REGARDING: Extension of Eligibility Positions <br /> <br />INTRODUCTION: <br /> <br /> A. The five temporary employees hired to help us fulfill the duties and <br /> responsibilities ordered by Judge McMillian have been working now for <br /> almost one year. <br /> <br />I. CASELOAD COUNT: <br />A. December 1982: Caseload for AFDC and Medicaid total 1636 <br />B. November 1983: Caseload for AFDC and Medicaid total 2108 <br />I1 UNIT CONSTRUCTION: Because of Court Order. <br /> <br /> A. We must take and process applications for AFDC within 45 days and within <br /> 60 days for Medicaid from the date application is made. Therefore, we <br /> must place emphasis upon volumes of work to be completed plus aceuracy in <br /> completing that work. Even though all applicants are not eligible that <br /> apply, the ineligibles require more time for completion in verification and <br /> documentation than an applicant that is eligible. <br /> <br /> 1. We now have seven in-take application workers to process applications <br /> to assure as few penalties as possible by processing applications timely. <br /> <br /> 2. We have eleven Eligibility Specialists carrying an average of 192 cases <br /> per worker. December 1982, the caseload was ten workers carrying an <br /> average of 164 cases per worker. <br /> <br /> B. We have been able to collect $26,639.98 in fraud payments by providing a <br /> worker for fraud investigation. <br /> <br /> C. Our caseloads have increased 472 cases in caseload count and therefore, we <br /> are requesting that these five positions be retained as long as the applications <br /> and caseloads justify same. <br /> <br />CONCLUSION: <br /> <br /> A. Since the requirements placed upon us by Judge McMillian are greater and more <br /> detailed involving increasing amounts of paperwork, we continue to have a great <br /> need for these five positions in order to serve the people of this County <br /> effectively. Also, we can be proud of the fact that so far we have not had <br /> to make any penalty payments. <br /> <br /> <br />
