Chandler, Jr./Director of Planning'~l~k~ <br /> <br /> SUBJECT: Soggested Zoning and Subdivision Fee Schedule as per request by <br /> County Manager and Board of County Commissioners <br /> <br />DATE: February 10, ].982 <br /> <br />The Cabarrus County Board of County Connnissioners have expressed a desire to <br />impart a substantial cost of zoning/subdivision matters to the individual <br />requesting some specific action. This notion is consistant with the concerns <br />of other local government officials throughout the Nation and the state of <br />North Carolina. With the.increasing cost. of providing service to a specific <br />citizenry, and a corresponding decrease in the level of federal funding, many <br />local government units are attemptiag to set fees that more accurately reflect <br />the actual cost of the action (i.e., staff time, advertisement, registered <br />mail, telephone, public hearings, posting of signs, etc.). By this method tile <br />person directly benefitting will pay the majority of tile cost instead of placing <br />the burden of the cost on the average citizen. <br /> <br />Many communities have not expended the effort to accurately assess tile cost of <br />zoning related actions. Some are currently assessing the cost and some studies <br />have been completed in the last three (3) years. Greensboro's assessment fix <br />the estimated cost of processing a rezoning petition at $575.00 per case; Wake <br />Cotmty's cost was estimated at ~500.00; Winston Salem-Forsythe County's cost <br />estimates were in excess of $300.00 per case. The preliminary information <br />indicates that tile costs in High Point are in the approximate range with <br />Winston Salem-Forsytbe County. <br /> <br />Although provided for py law, it is not considered practical to charge tile limit <br />of the estimated cost. In fact, few communities in North Carolina charge over <br />$250.00 per case for rezoning. <br /> <br />With cost consciousness in mind and after consulting witb other muncipalities <br />and counties in the state, the following recommendations are made: <br /> <br /> <br />
