March 8, ]982

Dear County D~rector off Social Serwces:

Subject: Reallocation of Crisis Intervention and Administrative Funds

Last ~eek, the Division was notified that Congress'had appropriated funds under the
L~w Income Energy Assistance Grant for the full amount that was proposed under the
Omnibus Budget Reconciliation Act of 1981, $1.85 b~11ion. Based on the increased
appropriation, the Division has determined that an additional amouot should be made
available to counties immediately for crisis intervention. The amount determined ~o
be available for additional crisis intervention is $1,455,549. These funds will be
bvailable through September 30, 1982.

]n accordance ~ith tl~e block grant regulations, an amount up to (but not ~o exceed)
10~ of fuods appropriated can be used for administration. Therefore, in accordance
with these regulations, 10~ of the available resources, or $145,555 w~]] be ellocated
to counties for administration. The balance remaining for cr~s~s intervention payments
w~]l be $1,309,99~. Since we recognize that counties will incur administrative costs
in accepting and using these additional funds through September 30, 1982, the allocation
of administrative funds must be made i~ accordance with the allocation of crisis
~ntervent~o~ funds. Any county accepting but not expending these cris~s intervention
funds will be expected to re~t not onl~ the unexpended portioh of its crisis inter~
vention allocation, but also the same proportionate share of its administrative alloca-
tion for these funds. We feet confident, however, that counties can establish a
long-range crisis intervention progra~ through September 30, ]982 that will enable
them to effectively utilize'the funds.

As listed below, we are ~roviding you with y6ur county's share of the ne~ allocation
of crisis interventio~ and administrative funds for use through September 30, 1982.
Please notif~ this office by Hatch 26, 1982 of ~our intentions to either accept or
decline the new allocation. Any funds returned w~]l be reallocated shortly thereafter.
The worksheet below reflects your base al]ocation as provided to yon on November 13, ]98!
in addition to the ~e~ allocation.

Counties can acquire these funds through the normal reimbursement process (DSS-15711 or
via the DSS-6919, requisition of funds process to allow funds ~o be on hand at the
time of d~sbursement. ~e will certainly appreciate your assistance in this matter.
Please call our office if you or your staff have any questions.

Sincerely,

81~:bb B. limothy Russell, Controller
Base Ad~Ttiona] -Total
Allocation Allocation 'Allocation

Crisis Interve.tion Payments $ ?/~ sL~L~__~ I $ /q~'-<~?
Administratio~ $ /~ ~ /2~ I S I~lO

I I
