STATE OF NORTH CAROLINA
DEPARTMENT OF TRANSPORTATION

RALEIGH 27611

JAMES B. HUNT. JR. WILLtAM R. RO~ERSON. JR.
GOVERNOR SECRETARY
March 15, 1982

Mr. Charles D. HcGinnis
County Manager
Cabarrus County
P. O. Box 707
Concord, NC ~8025

Dear Mr. McGinnis:

This is in response to the petition to lower the speed limit to 35 HPH on
Lane Street in Kannapolis. Our Traffic Engineering staff has reinvestigated
this road and based on their findings, the speed limit should remain at 45 HPH.

A radar speed meter study was made along Lane Street at three locations between
US 29 and 1-85. At these three locations the 85th percentile speed was found to
be 45 MPH, 48 MPH, and 52 HPH. Based on these findings and the fact that most
of the traffic along Lane Street is local in nature, we do not feel that it would
be proper to reduce the speed limit to 35 MPH.

There'is an'existing 25 MPH-schoot speed limit on Lane Street for the Jackson
Park Elementary School. This speed limit is in effect from 30 minutes before to
30 minutes after school begins and ends on those days that school is in session.
If you feet that there is a problem with excessive vehicle speeds in the school
zone during ~hese periods, we encourage you to contact your local law enforcement
officials.

If you need additional information concerning this matter or if we can be of
assistance on other transportation matters, please do not hesitate to contact
my o~fice.

Sincerely,

Secretary of Transportation

WRRj r: hs

cc: Mr. John Q. Burnette, Member-Board of Transportation
