In many oases, these efforts <br />have also been valuable in determining proper charges to Enter- <br />prise Funds which have resulted in the establishment of realistic <br />fees. <br /> <br /> During the past year in conjunction with the North Carolina <br />Association of Counties we supported legislation to incode the <br />Mental Health and Health Departments in the indirect cost <br />program. Unfortunately, we were not able to get this bill <br />through the Human Services Committee due to pressure exerted by <br />the Divisions of Health and Mental Health. Of course, these <br />State agencies pay indirect costs to the State for overhead <br />support which they receive. We are hopeful that support can be <br />generated to try again. <br /> <br /> Federal Management Circular 74-4 requires that a new plan be <br />developed each year. We propose to prepare your 1982 update <br />for a contingent fee of $10,000. Please note that we have not <br />raised our fees for the upcoming year. For your convenience, I <br />have enclosed two copies of our standard contract for your <br />approval.
