' D~ac Charles: <br />In response to t~e Cabarr~s County Co~issioners' request for info~ation about <br />ala~ panels in the County's new co~unicaEion cen~er, I have contacted several <br />officials as well as reviewed currenk trends of law enforcement in ala~ monitor- <br />ing. In reviewing this request, I have completed the following steps: <br />~) Contacted Nr. Roy-Bro~, S~at~ Bureau of ~nvestiga~ion - Private <br />Protection Se~ices Div~s~on, to verify lidensing of Spectrum Sales <br />employees and compliance ~th No~t~ Carolina Privat~ Protection <br />Regulations. <br />2)_ Contacted Mr. Howard Scarboro and Mr. Ter~ Black of the'Cabarrus <br />County Sheriff's Department to ascertain past histo~ of coopera- <br />tion from.representatives 'of Spectrum Sales Corporation. <br />3) Contacted Mr. Ken Blac~elder, Spectrum Sales Co~ora~fon, regarding <br />~he monitoring equipment proposed for Cabarrus County. <br />4)_ Contacted other law enforcement agencies to dete~ine how ala~s <br />are handled in their Jurisdictions. <br />The principal offiGers of Spectrum Sales Co~oration are ~. Ken Blackwelder of <br />Kannapolis and Nr. Hen~ Mor~on of Wades5oro. Both are licensed with the North <br />Carolina State Bureau of Investigation's Division of Protection SedUces. Accord- <br />ing to officials of the S.B.I., there has not been'any complaints filed regarding <br />either of t~ase men. Further exa~nation of records at ~he S.B.I. offices in- <br />dicated that }~. ~lac~elder ~as previously employed by T & K Enterprises which <br />went out of busines's. No negative co~ents were filed under T .& K Ente~rises. <br />Records showed that th~ reason for ~he company going out of business was disagree- <br />ment between the principal officers of the company. <br /> <br /> <br />
