; " EVALUATION AND Cob~ARISON

Based on the cost evaluation, and the perimeters defined in the
assumptions, surface water intake directly from the Rocky River
would have no costs; however, this advantage is displaced when the
factor of operation costs as well as dependability, and land pressure.
are considered. Table 7 lists several factors of consideration~ and
ranks the alternatives from most to least desirable. A rank of "1"
is the best; therefore, a low total score ind£cates the most desirable
alternative. Ties were rated equally.

The comparison resulted in scores of:

Dutch Buffalo 7
Coddle Creek 12
Rocky River 12
Groundwater 13

RECOMMENDATION

Based on total 20-year costs comparison (Table 6), and a ranking
of both costs and other factors (Table 7) the best source f~r the
Cabarrus Water System is from an impoundment on the Dutch Buffalo
Creek. The reservoir should be constructed as a regional source of
water for Concord, Kannapolis, Harrisburg, Midland, Jackson Park, Landis,
China Grove, and other communities in Cabarrus County. Its central
location can serve all communities in the Cabarrus County area. A
raw water line can also be run to Lake Concord~ and replenish the
Board of Light and Water's supply in any dry summer.

The reservoir would greatly reduce the severe flooding on Dutch
Buffalo Creek, would check erosion and sedimentation on the creek,
and provide recreation, and aid fish and wildlife production.

-13-
