NORTH CAROLINA ASSOCIATION OF COUNTY C~OMMI$SIONER$

TO: Chairmen ~ ~ ~_
FROM: Buck O'Shields, Presiden~~
Ron Aycock, Executive Director~

DATE: February 11, 1981

SUBJECT: Association Sponsored Workers' Compensation Group
Self-Insured Pool

Thank you for your county's prompt response to our survey on Workers'
Compensation. 8] counties have responsed to the survey. The infor-
mation was used in our study of the ~easibility of establishing an
Association sponsored Group Workers' Compensation Self-Insured Plan.

The results of that study were presented to the Association Board at
its February. meeting. The study indicated that there indeed would be
a potential substantial savings to counties if a group self-insurance
plan were to be established. This conclusion is supported by experi-
ence with similar plans offered to counties by State Associations in
other states.

The Association Board accepted the results of the study and voted to
endorse the concept of an Association sponsored group self-insurance
pool. It was decided that such a self-insurance plan would be estab-
lished if a sufficient number of counties elected to participate.

The nationally prominent brokerage firm, the Fred S. James & Company,
was selected to provide administrative services to the Association in
this endeavor. James' representatives will be contacting county
managers in the near future to explain the proposed plan and to determine
if your county desires to participate. If a sufficient number of
counties elect to participate, we plan to implement the program on
July 1, 1981.

cc: County Managers
