See Section VII. 1, Any person with a complaint against the collectors concerning fees, solid waste collection methods, or other matters, may appear before the Health ~recior or the County Commissioners and present his complaint in writing. 2. The Heallh ~rector shall investigate all charges isvo]viag this ordinance or per- formance thereunder. I.- A ~st of all franchises defining lhe areas concerned and enume- rating the holders df each franchise shall be maintained in the 'office of the C~erk of Superior Court of Cabarrus County. J. This ordinance shall not affect pending litigation. SECTION X - FEES The County Commissioners shall establish and re~tate all fees charged for the collection and transportation of so3id waste. A copy of the fee sched~e shall be filed in the office of the ~.erk of the Superior Court for Cabarrus County. SECTION ~ - PERFORMANCE BOND Each holder of a franchise shall, on or before January ~, 1977, provide and maintain a performance bond or cash deposils in amounts deler- mined by the Cowry Commissioners and in any event, ia a minimun] amount of $2,000.00, Conditioned on the faiihful performance of their duties hereunder, which bond shall be subjeci ~o ~orfeiiure in the event of the revoca?io~ o:' sus- pension of the frahchise after the hearings pt'ovided for by Seclio~ ~:i!i of this Ordinance or in the event of the terznLnatiou of service %o a fraschise a~'ea by the volul~iar}' act of the holder of the franchise.
