SECTION IX - FRANCHISES <br /> <br /> No person shall collect and transport solid waste for a fee unless <br /> Such person holds a valid, current franchise issued by lhe County Commis- <br /> stoners empowering him to so collect and transport solid waste. The franchise <br /> shall define the holder's territory and may include the grant of an exclusive <br /> or a non,excluSive commercial license in addition lo the grant of an exclusive <br /> residential license. <br /> <br /> No franchise to collect and transport solid waste within Cabar,-~s <br /> Counly shall be ~,alid unless the franchise holder: <br /> <br /> 1. Holds a solid waste management permit issued <br /> by the Cabarrus County Health Director to <br /> c(~llect and transport solid waste; ~nd <br /> <br /> 2.Fi~es with the Clerk of the Suoerio~ Court of <br /> Cabarrus Counly a schedule of his fees; and <br /> <br /> 3. Complies wiih all rules and regulations promuI- <br /> gated by Ihe County Commissioners and the Board <br /> of Health pertaining to solid waste management. <br /> <br />B, Transfer and Abandonment. <br /> <br /> 1. No franchise shall be transferred by a holder <br /> / without at least 30 days prior written notice <br /> to the Health Depariment and prior approval by <br /> the County Com~nissioners, <br /> <br /> 2. No person shall abandon a franchise without at <br /> least 30 days ~prior written notice thereof to <br /> the County Comm,~smoners and the Health <br /> Director, <br /> <br /> <br />
