ORDINANCE GOVERNING THE MANAGEMENT OF <br /> SOLID WASTE IN CABARRUS COUNTY, NORTH CAROLINA <br /> <br /> The Board of Commissioners having considered the necessity <br />of the revision and adoption of an ordinance regulating the <br />storage, collection, transportation, use, disposal, management <br />and other disposition of ail forms of solid waste in Cabarrus <br />County, North Carolina, and having found that tbe adoption of <br />such an ordinance is in the best interest of the general health <br />and welfare of the County does hereby adopt the following <br />ordinance pursuant to the authority contained in Articles 6 <br />and 15 of Chapter ].53A of the General Statutes of North Carolina: <br /> <br /> SECTION I - DEFINITIONS <br /> <br /> A. Garbage - The term "garbage" means all putrescrible solid <br /> waste. <br /> <br /> B. Refuse - The term "refuse" means garbage or rubbish. <br /> <br />C. Rubbish - The term "rubbish" means non-putrescrible solid <br /> waste. <br /> <br /> D. Solid waste - The term "solid waste" means garbage, refuse <br /> and other discarded solid materials, including solid waste <br /> materials resulting from industrial, commercial and <br /> agricultural operations, from individual ~nd commercial <br /> residences and from community activities, but does not <br /> include solids or dissolved material in domestic sewage or <br /> other significant pollutants in water resources, such as <br /> silt, dissolved or suspended solids in industrial waste <br /> water effluents, dissolved materials in irrigation return <br /> flows or other common water pollutants. <br /> <br /> E. Solid Waste Management - Tbe term "management of solid waste" <br /> shall mean the control, storage, collection, transportation <br /> and disposal of all forms of solid waste. Disposal of solid <br /> waste sball include the incineration, burial, treatment, <br /> processing, utilization or final disposition thereof. <br /> <br />F. Solid Waste Disposal - The collection, storage, treatment, <br /> utilization, processing, or final disposal of solid waste. <br /> <br /> G. Solid Waste Disposal Facility - Land, personnel, equipmen!, <br /> or other resources used in the disposal of solid waste. <br /> <br /> <br />
