Box 707 Bill # 43662
Concord, N.C. 28025 Acct# 1282400
Yr-'76- $336.96
Dear Commissioners: Int. 121.31

The purpose of this letter is to contest a charge that
has recently been levied against this company relating
to a 1976 property tax which I have been told is a, qUote,
'discovery tax.'

Some years ago, when the new evaluations were placed into
effect, the tremendous increase in property taxes for those
of us who depend on inventory to survive~were contested by
some of the automobile dealers in the county. I was one
who appeared before the board for some consideration in
the matter. The final outcome was for us to pay the taxes
as assessed. We were given months to .pay the taxes and
made huge payments, thousands of dollars, during these
months to get even with the board on the tax evaluation.

When paid, we were assured that this brought all taxes,
past & present (at the time) up to date. No other taxes
would be charged in years passed. This particular inci-
dent was 'discovered' Withln the past few months, and to
my knowledge was not 'discovered' prior to recently. No
notice or bill has been sent to us prior to this one.

This poses many questions. The past County Tax Collector,
who was in charge at the 1976 time of question, is no longer
in office. Apparently, it would do no good to ask for his
testimony or opinion. Why did 6 or 7 years go by before this
was brought up?

I ask that this 'discovery' tax not be charged us. There
are questionable circumstances in the matter. In addition
our city & county taxes amount to tremendous sums each year,
most of which is 'inventory taxes.' Those of us who have
to pay inventory tax feel it is unfair taxation. Most pro-
fessional people, who earn considerably more than many mer-
chants with inventories, pay no tax at all. Property taxes,
real property, are ususally figured fair and eqOitable for
all citizens and businesses. No complaint here.

-7/
