Murphy <br /> President/NmCo <br /> <br />Enclosed is an invoice for a one-time special service fee that we are asking <br />each of you to process and forward to NACo immediately. My purpose in writing <br />to you today is to explain why this and other steps that the Board of Directors <br />has taken are urgent to the organization's future. <br /> <br />As representative of NACo member counties, there is no question that we are all <br />in the midst of a life-threatening financial crisis. The interim financial <br />statement for the first eight months of 1982 prepared by Peat, Marwick, }[itchell <br />& Co., has verified that NACo has a $2.26 million cash shortfall. <br /> <br />The Executive Committee has spent untold hours, days, even weeks since our <br />initial Labor .Day weekend revelation of the problem, working to solve it. <br />We probably now know as much as we will ever know about what caused this crisis. <br />And on November 9, we brought the Board of Directors completely up-to-date on <br />the causes behind the problem, and more importantly, the solutions. <br /> <br />Yes, unauth6rized staff decisions were made and excessive monies spent on our new <br />headquarters building. There is no justification, or even adequate explanation <br />of the decisions that were made regarding the completion of the new building. <br /> <br />It is unconscionable that the actions of a few have caused so many to suffer. <br /> <br />t want to take this opportunity to share with you our thoughts on the urgent <br />solutions to these problems. <br /> <br />NACo's Board of Directors took some unpleasant and difficult steps during its <br />Washington meeting. And they did so with the commitment to this organization <br />that has been our greatest strength. <br /> <br />A record number of board members were on hand to review and examine the associa- <br />tion's fiscal problems and reaffirm our priorities for the future. <br /> <br /> <br />
