CABARRUS COUNTY

In order for the program of LAND RECORDS MANAGEMENT to continue
and meet further expectations it i-~ requested that the ~ollowing
list of equipment be allocated and the position of LAND RECORDS
M~NAGER be established. Cabarrus Counties Land Records Section has
been successful and cost effective in establishing the Counties
new mapping format and Digitizer Parcel Identifiers. However the
current Land Records Co-ordinator will have to become much more
actively involved within the County Departments that are and will be
effected by this established program. Only by working within and
with each department can the LAND RECORDS MANAGER be successful in
centralizing and s~andardizing the many land related documents that
exist today.
When this Land Records System is completed, Cabarrus County will
have gained an important tool to us in keeping the growing costs for
these land related transaction in line. You can further committ
Cabarrus County to the Land Records Program by appointing your Land
Records Co-ordinator to the position of LAND RECORDS ~NAGER and
approving funds for this much needed equipment. As you can see this
request will in NO ME~NS ADD ANY ADDITIONAL STAFF, but will make
that which is already appointed much more e~ve in carrying out
your requests for proper and effective county management.
FOR YOUR CONSIDERATION TODAY

LAND RECORDS CO-ORDINATOR/TOM SPEER
TO BE APPOINTED TO THE POSITION
OF LAND RECORDS ~bMNAGER

This position will be given the broad mandate to implement,
recommend and assist the Cabarrus County Departmenn Heads in the
adaptation of the Land Records Management Program to their departments.
Tom Speer will also keep all on-going operations within his section
progressing in order to meet previous committments and will formulate
the plan for Cabarrus Counties 1981, North Carolina Land Records
Management Grant.
The following is a list of equipment that is necessary to carry
out committments for the Land Records Office to supply new maps and
indexes to the revaluation firm and carry out the adaptation projects
planned in the coming year.

Register Mate Vacu-Light Frame Machine
- '£his p~ece o~ equipment will be u~ed to run overlay prints .for
flood plains and all other special districts that will be drafted
overlying the new base maps. This will enable the Land Records
Section to eliminate the revisions to our new maps and prolong its
useability. In addition this will reduce staff time for maintenance
