Definitions <br /> <br />Unless specifically defined below, words or phrases nsed in this ordinance shall <br />be interpreted so as to give them the meaning they have in commoo usage and to <br />give this ordinance its most reasonable application. <br /> <br />"Appeal" means a request for a review of the administrator's interpretation of any <br />provision of this ordinance or a request for a variance. <br /> <br />"Area of Special Flood Hazard" is the land in the flood plain within a community sub- <br />ject to a one percent or greater chance of flooding in any given year. <br /> <br />"Base Flood" means the flood having a one percent chance of being equalled or <br />exceeded in any given year. (Also referred as the "100-year flood") <br /> <br />"Development" means any man-made change to improved or unimproved rea! estate, <br />including, b~t not limited to, buildings or other structures, mining, dredging, <br />filling, grading, pav~ng, excavation or drilling operations. <br /> <br />"F]~M" means Flood insurance Rate Map <br /> <br />"Flood" or "Floodings" means a general and temporary condition of partial or com- <br />plete inundation of normally dry land areas from: <br /> <br /> (!) the overflow of inland or tidal waters; and, <br /> <br /> (2) the unusual and rapid accumulation or runoff of surface waters from any <br /> <br />"Flood Hazard Boundary Map (FHBM)" means the official map issued by the Federal in- <br />surance Administration where the a~eas of special flood hazard have been designated <br /> <br />areas that must be reserved in order to discharge the base flood without cumula- <br />tively increasing the water surface elevation more than one foot.
