The Governor's Office of Youth Involvement has <br /> offered to coordinate participation by youth groups under adult <br /> supervision in our campaign. This will give us agood opportunity <br /> to educate our young people and focus their attention on littering <br /> which costs our State approximately $2.2 million each year. <br /> <br /> In view of declining revenues for our highway program, this new <br /> cooperative program will allow us to provide a higher level of <br /> service than would be feasible without substantially Increasing <br /> our Department's annual cost for litter control.
