McGinnis, County Manager
Cabarrus County
P. O. Box 707
Concord, N. C. 28025

Dear Mr. McGinnis:

Meeting in regular session on March 26, 1981, the Cabarrns County
Parks and Recreation Advisory Commission acted on several items as
recommendations to you and the Cabarrus Board ~f County Commissioners.
Therefore, I present to you the following recommendations from the
Commission.
e Commission approved a Revise~ Masge_r S~i~e ~jan for Stonewall
Park. as presented_b~ La~ Best and Brad Davis ~f~and Design.
The major r~visions from the original Master Site Plan included a re-
~>-~design of th~ road and parking lot syst~ms~ relocation of the toilet
,~5,~z~cRnteen at the lake area, reloqation of the maintenance center, re-
/location of the caretakerm residence, relocation of the public garden
plots, and relocation of the fitness Jogging trail. In addition,
several feet of gravel and concrete walks are proposed primarily around
the swimming pool and barn areas.

Attached you will find preliminary cost estimates for Phase I
construction of Stonewall Jackson Park based on the Revised Master Site
Plan as prepared by Land Design. The cost estimates include facilities
as outlined for Phase I construction to the Cabarrus Board of County
Commissioners in December 1979 in addition to several items such as a
maintenance center, lighting of two ballfields and a ticket booth for the
lake paddle boat operations. The cost estimates for the mdditional fa-
cilities were requested by the Parks and Recreation Commission because
it was felt that these additional facilities are essential to the park-
operation and would be desirable to be constructed~as a portion of the
Phase I construction contracts.

The Parks and Recreation Commission approved unanimously all of the
items outlined on the construction cost estimate proposal and instructed
Land Design to prepare construction phase options that w6uld suit the
County's fiscal restraints over the next several fiscal years. In ad-
dition, the Commission Acknowledged that they would organize a fund
raising campaign to seek private sector funds to reduce the County's
share of the p¢oJect and would exercise considerable effort to have these
funds available by no later than the Spring of 1982.
