McGinnis: <br /> <br />Thank you for the submission of the Flood Plain Management Ordinance for <br />Cabarrus Co~ty, North Carolina. <br /> <br />The ordinance satisfactorily, meets the requirements of Section 44, CFR 60.3 <br />of the National Flood Insurance Program criteria and, therefore, establishes <br />Regular Program eligibility for your community. <br /> <br />Enclosed is a copy of a sample press release which we encourage you to send <br />to the local news media to inform residents of the additional insurance <br />coverage which will be available on the effective date of your Flood Insurance <br />Rate ~p (FIRM), May 5, t981. <br /> <br />We are enclosing several brochures which we encourage you to forward to <br />those residents and/or property owners who are subject to flooding hazards. <br /> <br />We are confident that the effective administration and enforcement of flood- <br />plain management regulations will result in a substantial reduction of future <br />flood losses through the wise management of flood plains. <br /> <br />The date of your community's FIRM is the effective date for the authorization <br />of the sale of first and second layer flood insurance coverage at actuarial <br />rates for all new construction and sabstauti~l improvements to existing <br />structures within the community. First layer coverage on structures built <br />prior to the date of you~ FIRM will continue to be made available at <br />subsidized rates unless substantial improvements are made to structur"es. <br /> <br />The actuarial rate zones and base flood elevations applicable to your <br />com~unity are indicated on the FIRM. YOU should be aware that actuarial <br />rates for insurance on a structure increase as~the first floor elevation <br />of the structure decreases below the base flood levels established for your <br />co,unity. In addition, it should be pointed out that on the effective <br />date of the FIRM, the FIRM supersedes all previous maps for the purpose <br />of determining whether individual properties are located inside or outside <br />the area having special flood hazards. After that date, new construction <br />will be charged actuarial rates which may be higher if the construction <br />is not built in compliance with the floodplain management and first floor <br />elevation requirements of the National Flood Insurance Program. <br /> <br /> <br />
