EMERGENCY MANAGEMENT AGENCY
FEDERAL
Region IV 1375 Peachl. ree Stree[, NE Atlanta, Georgia 30309
March 26, 1981

[.~. Charles D. McGinnis
County 5~nager
P. O. Box 707
Concord, North Carolina 28025

Dear Nr. McGinnis:

Thank you for the submission of the Flood Plain Management Ordinance for
Cabarrus Co~ty, North Carolina.

The ordinance satisfactorily, meets the requirements of Section 44, CFR 60.3
of the National Flood Insurance Program criteria and, therefore, establishes
Regular Program eligibility for your community.

Enclosed is a copy of a sample press release which we encourage you to send
to the local news media to inform residents of the additional insurance
coverage which will be available on the effective date of your Flood Insurance
Rate ~p (FIRM), May 5, t981.

We are enclosing several brochures which we encourage you to forward to
those residents and/or property owners who are subject to flooding hazards.

We are confident that the effective administration and enforcement of flood-
plain management regulations will result in a substantial reduction of future
flood losses through the wise management of flood plains.

The date of your community's FIRM is the effective date for the authorization
of the sale of first and second layer flood insurance coverage at actuarial
rates for all new construction and sabstauti~l improvements to existing
structures within the community. First layer coverage on structures built
prior to the date of you~ FIRM will continue to be made available at
subsidized rates unless substantial improvements are made to structur"es.

The actuarial rate zones and base flood elevations applicable to your
com~unity are indicated on the FIRM. YOU should be aware that actuarial
rates for insurance on a structure increase as~the first floor elevation
of the structure decreases below the base flood levels established for your
co,unity. In addition, it should be pointed out that on the effective
date of the FIRM, the FIRM supersedes all previous maps for the purpose
of determining whether individual properties are located inside or outside
the area having special flood hazards. After that date, new construction
will be charged actuarial rates which may be higher if the construction
is not built in compliance with the floodplain management and first floor
elevation requirements of the National Flood Insurance Program.
