SIDESTOWN/SI{ANKLETOWN CO.}~UNITY DEVELOPMENT PROGRA~. <br /> <br /> The Sidestown/Shankletown community is located in Town- <br /> ship four (4), lying to the northwest of the city of Concord, <br /> between U~S. 29 and Concord's city limits. <br /> <br /> There are 180 families with 566 individuals residing in <br /> this community. Some 189 residential structures are located here, <br /> the bulk Of which are in a deteriorating condition. Of these, 70% <br /> are owner-occupied. <br /> <br /> The Sidestown/Shankletown community suffers from a lack of <br /> services such as public water, sanitary sewer, paved roads and <br /> street lights. In reviewing the needs of the area, the most <br /> pressing of these needs is the lack of sanitary sewer, Presently, <br /> sewer is being handled by septic tanks and outdoor privies. The <br /> soils in the area are not suitable for septic systems and the lots <br /> are small, thereby restricting the areas available for drainage <br /> fields. The systems frequently fail, overflow and creates an <br /> increasing danger of polluting the area wells. <br /> <br /> The 1981 Community Development (CD) Application is an attempt <br /> to deal with the septic tank system failures. As there was avail- <br /> able, a maximum of $500,000.00 in funds, it was felt that only <br /> samitary sewer related activities could be completed for this sum. <br /> <br /> The Community Development budget calls for around $300,000.00 <br /> for approximately 15,000 feet of eight (8) inch collector pipe, <br />The sewer connections to the homes, engineering costs, the provision <br />of some indoor plumbing, demolition of five (5) vacant, delapidated <br />houses and administration. <br /> <br /> The Planning Department has completed an Environmental Review <br />Record, a revised Citizen Participation Plan, a bid package for <br />engineering services, field surveys for physical characteristics, <br />mapping and a community questionaire to determine social character- <br />istics. <br /> <br /> The full application is due at the HUD Greensboro area <br />office on July 1, with funding to begin around October 1, 1981. <br />The time between July 1, and October 1 will be spent organizing <br />and setting up record keeping, financial accounting, and prelim- <br />inary engineering specifications for construction bids. We hope <br />to be able to immediately go to construction bids upon being noti- <br />fied of funding so that we can take advantage of the depressed <br />construction prices. <br /> <br /> <br />
