Section 4. That the Secretary of the Sanitary District <br />Board of the Kannapolis Sanitary District is hereby directed to <br />certify a copy of this resolution to the Chairman of the Board <br />of Cormmissioners for the County of Cabarrus and for the Chairman <br />of the Board of Commissioners for the County of Rowan and to the <br />Director of the Division of Health Services, Department of Human <br />Resources, State of North Carolina. <br /> <br /> Upon motion of Carl W. Brown , seconded by <br /> <br /> Melvin W. Rape , the foregoing resolution entitled: <br /> <br />"RESOLUTION RELATING TO THE ANNEXATION OF TERRITORY TO KANNAPOLIS <br />SANITARY DISTRICT" was passed by the following vote: <br /> <br /> Ayes: Everette L. ~rph, Phillip M. Meacham, H. Clee <br />Overcast, Carl W. Brown, and Melvin W. Rape. <br /> <br /> Noes: None. <br /> <br /> I, Phillip M.
