will be making a ~elephone poll today, to the Tax Supervisors in each <br />affected county,and naturally,that poll will be made before this memorandum <br />is received. The purpose of the memorandum is to put in written form the <br />substance of the progress so that all of you will be informed. The <br />stipulations make academic any errors which the counties have uncovered <br />in the railroads' studies. In talking with Doug Holbrook's office, <br />there has been an indication that there were numerous errors uncovered <br />by various counties, but that the net effect has not been to change the <br />median point to any substantial degree. The 10% across-the-board change <br />will, in all probability, be greater than the change which any county might <br />reach by virtue of detected errors and,this was a consideration we made <br />in the stipulations with the railroads. <br /> <br />To emphasize what each county needs to do, I reiterate: <br /> <br /> (1) If you would like to be heard at the trial on the personal <br /> property question, you must give your name to Doug Holbrook"s <br /> office by b~nday, August 31. We will work out the details of <br /> your testimony later. It will be our position that all <br /> counties are at or close to market in this respect, even <br /> though an individual county does not appear at the trial. <br /> The purpose of your appearance will be to emphasize your own <br /> feelings with respect to your specific county; but your <br /> failure to appear will not be taken as an indication that you <br /> do not consider your property to be valued at or close to <br /> market. <br /> <br /> (2) If you have a cor~nercial and industrial real estate ratio <br /> study, including all qualified sales~, and if it changes <br /> the ratio alleged by the railroads by more than 10%, you <br /> must notify Doug Holbrook's office of such fact, by August 31, <br /> and be prepared to present the results some time during that <br /> week in legible and accurate form. Doug's office has already <br /> received several studies and will be editing them during <br /> that Week.
