C. 28025

Re: Paving of SR 1173 - Caldwell Road

Dear Mr. McGinnis:

We have received a request from Piedmont Plastics and
Fenestra Corp., located on Caldwell Road just we~t of Mt.
Pleasant, for the paving of this road due to the industrial
buildup.

In looking at'the Rating Sheet on this road, if we increase
the traffic count by 130 (number of employees) it would improve
the rating on this road to Priority #2-A, Which would place it
in line for paving. I have discussed the paving of this road
with Secondary Roads Officer Jack Murdock and he ba~ indicated
to me that if the County Co~missioners would authorize the use
of Secondary Construction Funds in the amount of $8~000 to
pave that portion of Caldwell Road from the railroad tracks
back to Piedmont Plastics' entrance, he would favorably consider
the recommending of Access and Public Service Funds in the
estimated amount of $18~000 to pave that portion of Caldwell
Road from NC-49 to Piedmont Plastics' entrance. In order to
apply some degree of uniformity to o~r road system, I would not
recommend the paving of any of this road unless we pave from
NC-49 to the railroad tracks.

It appears te me that these industries.are an asset to
the county and we would recommend the above approach. I would
appreciate a review by the County Commissioners and notifica-
tion of their feelings on this matter. We are furnishing an
