Cabarrus County
Department of Parks and Recreation

P.O. Box 707 Concord, N.C. 28025 Phone 70,l-786-741 I

William K. Cowan - Direclor

October 21, 198]

Charles D. McGinnis
County Manager
Cabarrus County
P. O. Box 707
Concord, N. C. 28025

Dear Mr. McGinnis:

The Cabarrus County Parks and Recreation Advisory Commission met on
October 15, 1981 in regular session. The following is a summary of the
recommendations approved by the Commission for your consideration.

First, the Board was submitted a recommendation by the Director for
a reorganization of personnel creating basically two supervisory level
positions reporting directly to the Director of Parks and Recreation
instead of the current table of organization which has three supervisory
positions reporting to the Director. After careful consideration the
Board voted unanimously to keep the current table of organization.

Secondly, I requested that the Board allow our Department to employ
an Athletic Supervisor as opposed to a Cultural Arts Supervisor's position
which is currently vacant as the result of the resignation of Dan Gaddy.
The Board denied this request and made the following recommendation. They
suggested that the Department employ a full-time Cultural Arts Supervisor
to fill the vacant position c~eated by Mr. Gaddy's resignation, and employ
a part-time Athletic Supervisor who will work a minimum of 40 hours per
week from December 1st through June 30th, 1981, with next year's funding
subject to the approval b~'the Board of County Commissioners as a full-time
position. This wonld require a transfer of funds from the Department's
full-time salary account to part-time salaries account. The funds for this
position has accumulated as a resalt of the vacant positions of Park Super-
intendent and Cultural Arts Supervisor since July 1st, 1981 and August 1st,
1981, respectively.

Third]~, the Board reviewed several Acident Insurance Proposals for
the Department's accident insurance program. Two proposals were submitted;
one by State Automobile Mutual Insurance Compa~y, our current insurance
provider, and Standard Life Insurance Company. Since the costs and benefits
were very similar, the Board recommended that the current policy with State
Automobile Mutual Insurance Company be renewed.

Finally, the Board was presented a progress report on Frank Liske Park
by Brad Davis and Larry Best of Land Design, Inc. Chairman Jim Herman
