M & I Water Supply Heasures - Local organizations should be encour- <br /> aged to develop potential multiple-purpose sites to meet anticipated <br /> ~mlcipal and industrial water supply needs. The broadened authority <br /> ~ contained in Section 10~ of the Food and Agriculture Act of 1962 pro- <br /> rides favorable financial arrangements to local organizations to <br />' . encourage this maximum resource develo?~,t. The following procedures <br />:...~. will be used in formulating systems of measures to serve these needs: <br /> <br />· ': '~ a. Reach agreement with the sponsoring local organi- <br />· ~' zations on the objectives to be met by the measures: <br /> <br /> (1) Type of development. <br /> <br /> (2) General location ~and number of people to be served <br /> by each proposed development. <br /> <br /> (3) Amount and ~hality of water needed to meet the <br /> projected needs. <br /> <br /> (4) Adequacy of existing distribution and trea~_ t <br /> facilities to meet requirements of proposed develo?~nt. <br /> <br /> b. Determine the extent to which the needs for water can <br /> he met in consideration of water rights, water yield, and water qual- <br /> ity; existing or proposed uses for other purposes; and existing or · <br /> proposed distribution and trea+.-~nt facili'~ies. <br /> <br /> c. If it is determined that the need for water can be <br /> met, develop the least costly system of measures (including instal- '. <br /> lation, operation, maintenance, end replacement) that ~ill meet the <br /> need. <br /> <br /> d. Request the sponsoring local organization to eval- <br /> uate the benefits that will accrue to each proposed develolmnent. If <br /> these benefits are acceptable to the Service and exceed the cost of <br /> the devel ~opme~t, the measures may be included in the watershed project. <br /> <br /> e. Proposals by local organizations for including <br /> storage capacity in reservoirs for future municipal or industrial <br /> water supply to be f/nanced by an advance will he tray?mitred to <br /> the A~mtrdstrator Of the Soil Conservation Serv/ce. Prior to trans- <br /> mittal to the A~mt~tetrater, the proposals must be concurred in by <br /> <br /> (~ev~eed - ~ammr~ l~?) <br /> <br /> <br />
