Box 707 <br /> Concord, North Carolina <br /> <br /> Dear Mr. MeGinnis: <br /> <br /> On Tuesday, December 11, I met with Sarah Weaver of the Cabarrus County <br /> Specialized Opportunity Services Program. This program has been placed on a <br /> probationary status as a result of an excessive non-positive termination rate <br /> for its clients. The purpose of this meeting was to develop, in conjunction <br /> with program personnel, a plan by'which the program could be taken off proba- <br /> tion. Mrs. Weaver and I agreed upon the following plan: <br /> <br /> 1. By workingwith local businesses who have a favorable atti- <br /> tude, efforts will be made to build a reputation for the <br /> program as a reliable business resource for other ares <br /> businesses. In addition to increased positive employer <br /> awareness of the program, potential participants would <br /> hopefully see the program as beneficial to their own <br /> employment goals. <br /> <br /> 2. The possibility of changing the physical location of the <br /> office will be studied. If implemented, this would <br /> necessitate a move back to downtown Concord or to the more <br /> heavily populated district of Kannapolia. <br /> <br /> 3. Program staff will increase contact and interaction with <br /> area civic groups. <br /> <br /> 4.The program staff will liet and research methods of moti- <br /> vating participants that have not yet been tried. <br /> <br /> 5.Efforts will be made to obtain reliable figures concerning <br /> the target population within the county. <br /> <br /> If you have any questions concerning this plan, I'm certain Mrs. Weaver <br />can explain them; however, should you like for me to come down for a meeting <br />with you or other county representatives concerning the relocation of the <br />SOS office, I will gladly do so. Specialized Opportunity Services is a pro~ <br />gram des~ne~around the intensi~9--counselin8 of partieipants~ During my <br />~isit I founff the p~t office undesirable on two counts. First, the <br />location does not afford availability to potential clients. Many SOS clients <br />have no transportation; a downtown %ocation would not wholly alleviate this <br /> <br /> <br />
