GOVERNMENTS <br />¥1C~*~:,AfP.~,~r: [x¥¥ .Nfl I~ pOsT OFFICE BO~'~OO8 ONE CHARLO~ETO~ CENTER' <br /> <br /> MEMORANDUM <br /> <br /> TO: County ,Managers <br /> FROM: Chuck Cho~ak, Human Services Director~ <br /> DATE: February 1,' 1980 <br /> <br /> SUBJECT: Local Coordination of In-Home Services, Required by Dh~; and <br /> Assistance Available Through Centralina Council of Governments <br /> <br /> You should be aware that county-agencies have.been recently notified of DE. <br /> Morrow's fuling chat certain In-Home Services must be planned and coordinated <br /> at the local level. This r~quirement is an attempt co crack and coordinate <br /> the $12 million recently appropriated by the legislature for such services, <br /> and maZ affect its allocation. These state funds can result in lowering (or <br /> slowing the increase in) a county's social service bill, as they can be used <br /> to match federal funds or displace county money. It primarily affects health <br /> departments, departments of social services, and aging programs. <br /> Dr. Morrow's ruling stipulates that, to receive these state funds in the future, <br /> local agencies (and thoseageneiea mentioned, as a minimum) must produce (a) ~ <br /> coordinated plan, and (b) a Joint memorandum of understanding., signed by the <br /> county commission and submitted to D~R by March 31, 1980. <br /> It is important that each county meet this deadline both to avoid delays tn <br /> getting these state funds, and to make a strong case for getting the county's <br /> fair share. <br /> Centralina COG b,,m~n services staff has become involved in this planning for <br /> several reasons. As the Area Agency on Aging staff they are heavily involved <br /> with county aging programs, and as ~he T~le iiX planning assistance staff <br /> they have been working Closely with County DSSs. In addition, we have recent- <br /> ly been asked by Mecklenburg County to serve on the In-Home Service Plannin~ <br /> Cor~m~ttee which the county has formed ~o oversee the rsquirad local coordination <br /> process. <br /> As a result of that experience, Centralina wishes ~o offer its assistance ~o <br /> county managers, to pass on some advice, and to offer some tools which have <br /> a~ready been developed. On the attached page are some notes to that effect. <br /> <br /> <br />
