CABARRUS COUNTY
~'~'~'xi~ll~:'"'~'C"/.Yf Post Office Box 707
~~~ CONCORD. NORTH CAROLINA 28025
SPECIAL] ZED OPPORT~I~ SERVICES CENTER
745 Cabarrus Avenue, West
January 24, 1980
Mr. Phil Robertsou
Division of Community Employment
Box 27687
Raleigh, North Carolina 27611
Dear bk. Robertson:
In response to your visit, telephone conversations, etc,, please review
the news clippings and letter from Mr. Charles McGinnis, County Manager,
concerning the physical relocation of the Cabarrus County S.0.S. Center.
The Commissioners have assumed that the program is in the process of
gearing mown and view it as inappropriate to allocate funds to relocate
the program for a few months and then terminate it.
There is still the question of negative terminations. I am well aware
that some operators are using the "other" terminations angle which gives
me a bit of a problem. Simply changing the terminology does not alleviate
the problem but rather sweeps it under the rug. From the beginning we have
tried tO deal with our negative terminations honestly without playing what
is commonly known as a "numbers game."
The points we discussed are listed below:
1. More positive placements (school and work)
2. Change locations (rejected by County)
3. Increase contact with Civic Groups
4. Motivation, research dtrategies not tried
5. Check on eligible participant population
6. Meet with Mecklenburg and Union Counties to develop strategies for
common problems (rejected by Meckldnburg County)
7~ Feasibilit. y study of opening a branch in Kannapolis, (rejected by County)
We will make every effort to comply with guidelines discussed and operate
the program as effectively as possible during the remainder of the contract.
