INSTRUCTIONS FOR COMPLETING THE SURVEY <br /> <br /> The two survey forms are divided into five columns. The first column lists <br /> some of the federally funded programs which affect county governments. The <br /> four remaining columns give you an opportunity ro express your views on <br /> how the Federal budget might be sensibly reduced Specific instructions <br /> are presented below: <br /> <br /> Column A - (Federal Assistance Programs) <br /> <br /> This is a list of selected Federal programs which affect counties. Please <br /> feel free to add any programs you consider appropriate. <br /> <br /> ~pecial Note: Several of the programs listed here cove~ a number of <br /> separate assistance elements. For example, "CETA Grants" include <br /> Youth Employment, Apprenticeship, and general job training programs. <br /> If you wish to comment about one oz more of these kpecific programs, list <br /> it separately, <br /> <br /> Column B - (No Reduction) <br /> <br />Put a Check (M) in this~column next to each program which you feel should <br />not have its appropriation reduced. <br /> <br /> Column C - (Reduce Funding). <br /> <br />If you think a program appropriation should be reduced, please indicate <br />this by showing the percentage by which the program should be cut (for <br />example: 15%). If you do not have a specific percentage decrease in <br />mind, just place a check next to the program. <br /> <br />Column D <br /> <br />If you believe that a specific program should be eliminated when its <br />current authorization runs out, put a check in this column. <br /> <br />Column E <br /> <br />Check this column if you have no opinion or don't know about a particular <br />program. <br /> <br />Additional Comments <br /> <br /> Please feel free to attach additional sheets with the views of <br />your board. <br /> <br />Mandated Expenditures <br /> <br /> In some cases, reducing Federal appropriations will not remove the <br />responsibility for providing a service. A reduction in Federal funding <br />may simply mean more cosns for the S~ate and for counties. The authorizing <br />laws would have to be changed or repealed to eliminate these mandates. <br /> <br /> <br />
