JR.
SECRETARY

The Honorable W. G. Hefner
United States Congressman
328 Cannon House Office Building
Washington, D. C. 20515

Dear Congressman:

Please accept our apology for the delay in replying to your letter
of February 4, 1980, concerning the request made by the Cabarrus
County Board of Commissioners for the improvement of the Poplar
Tent Road in Cabarrus County.

It is my understanding, after a lengthy review by my staff and
the-10th Highwa~ Division Engineer, Mr. D. B. Roberts, that this
road was indeed considered for lmprovemen~ with Secondary Road
Improvement Funds allocated~to Cabarrus County. The road is about
17 feet wide and carries heavy traffic volumes from 1-85 over to
the southern part of Concord.

Previous review gave a preliminary estimate of $2 million to widen
the pavement to 24 feet. The project would include the need for
a~ditional right-of-way End some minor relocation. We have pre-
viously suggested to the County Commissioners that this request to
improve the Poplar Tent Road be presented to the Department of
Transportation at the forthcoming Transportation Improvement Program
public hearing on April 21, 1980, in Charlotte, North Carolina.

The request should ask for the Poplar Tent Road improvement to be
made a part of the Transportation Improvement Program and funds
approved for the project. Our Board of Transportation updates the
Statewide Transportation Improvement Program each year.

To widen and improve the Poplar Tent Road with the Secondary Road
Improvement Funds allocated to Cabarrus~County, would mean using
