March 27, 1980

Mr. M. E. Hunsuck, CETA Administrator
Ca~arrus County
P. O. Box 707
Concord, North Carolina 28025

Dear Mr. Hunsuck:

As you know, your Specialized. Opportunity Services Program is scheduled
to end June 30, 1980. Several questions have arisen concerning the continu-
ation of SOS programs through the fourth quarter of FY'80. The continued
fending of these programs is dependent upon the a~unt of monies available
after the third quarter deobligation process and the past performance of the
SOS program operators.

Based on the information below, Cabarrus County has been determined
ineligible for funding in the fourth quarter:

1. Caharrus County had planned 32 new enrollment~ through
January 31, 1980 and had actual new enrollments of only
6. This is 19% of plan.

2. The planned positive terminations through January 31, 1980
was 26. The actual number of positive terminations was 9.
This is 34% of plan.

3. Cabarrus County was 23rd of 36 operators in cost per posi-
tive placement. The cost per Positive placemant was $1,118.

If you have further questions, please contact Joan Boney at 919/733-
6754.

W~lli~W.
