CABAR1RUS COUNTY'
Post Office Box 707

MEMORANDUM

TO: Charles D. McGinnis/County Manager
5~
FROM: W.S. Chanjler, Jr./Director of Planning ~q
REF: Transit Grant Steering Committee
DATE: Monday, June 2, 1980

To meet requirements of the guidelines for the administration of
Section 18 of the Urban Mass Transportation Act, Planning and
Technical Assistance funding (under supervision of the North Carolina
Department of Transportation-Public Transportation Division), the
Cabarrus County Board of Commissioners needs to approve a ,'traBs~it
steering committee" and "~r_an~t coordinators" tG~-~rve--f~he
ezg~feen ~6-ff~h-~zo~of Pha~e-~'~-~'-~H~'bject, as soon as posSible.
I would like to request time on the agenda of the June 9th Commissioners'
meeting for this approval.

As proposed, the function of this steering committee will be to meet
with the consultanting firm representative, and by their decisions
guide the work of the consultants, The transit coordinators will.:be .
the primary professional'staff members to advise the eommittee in
their decisions~ and perform the function of liaison between the
North Carolina Department of Transportation and the Steering Committee.
Also, advice and expertise of other members of the community will
probably be needed as the project evolves. As the Steering Committee
feels the need these advisors will become non-voting members of the
committee for the period of time needed.

Times, location, and frequency of Steering Cormittee meetings could
not be determined until a committee had been approved and their
respective schedules examined. It is likely that all three vari-
ables will have to be flexible to gain proper input from different
groups of the advisory members, as well as the general public.

To obtain a cross section of the population of Cabarrus County, the
people suggested for approval vary professionally and geographically.
A suggested list of possible candidates for the Transit Steering
Committee is under preparation, and will be presented for your re-
view, as soon as they have been contacted as to their willingness to
serve. Suggestions would be appreciated, especially if you have
any definitepreferences.

Transit Steering Committee:
1. ~ Elected official-local leVel
