PROJECT DESCRIPTION AND COSTS <br /> <br /> Our project request is for the completion of county-wide cadastral maps, and <br />also the foY-matio~ and implementation' of the Unique Parcel Identifier System <br />(Chapter 589 of the 1977 Session Laws). These mmps are to be prepared in accord- <br />ance with the model specifications established by the "INTER-AGENCY COMMITTEE ON <br />COUNTY MAPPING SYSTEMS AND TECHNICAL SPECIFICATION OFFICE OF ADMINISTRATI%~ ANAL- <br />SIS". There are approximately one hundred forty-five (145) sheets at 1" = 400', <br />fifty-five (55) sheets at 1" = 200' and four hundred (400) sheers at 1" = 100' for <br />a total of six hundred (600) sheets county-wide. <br /> <br /> The County realizes the importance of the steps taken in "Land Records Manage- <br />meat" by the adoption of the Land Parcel Identifier Syste6. The County is also <br />cognizant that ideally the County should have new orthophoto coverage base maps '(to <br />replace the line drawn planimetrlc base prepared in the mid 1960's) first, then pro- <br />ceed with reformatting. However, with the decrease in local'funding 'from'state' and <br />federal sources and pressure on government st all levels to curtail excessive spend- <br />ing, it is doubtful we will be able ~o fund the orthophoto coverage until after 1985. <br />Af~d~r a thorough, check of the existing mapping, checking grid marks, landmarks and <br />comparing with other mapping in the County, the decision has been made to reformat <br />utilizing the existing mapping amd assign parcel identifications. <br /> <br /> Staff and County Management are aware that when orthophoto'information'is, avail- <br />able that some of the mapping will require a small amount of adjustment (do not <br />anticipate any change on parcel identifications). We also realize that the refor- <br />matting at this time with parcel identifications will enable this County to utilize <br />parcel identifications five or more years earlier than if we wait until orthophoto <br />is available. By this time, all County departments and some citizenry will become <br />more knowledgeable of the system and its merits thus strengthening the County's <br />co~ittment for updatiag, pmpping, orthophoto,"topography, etc. Given the experience <br />of our County staff, we feel that our departments can work with the state officials <br />and other counties in completing this "North Carolina Land Records System." <br /> <br /> Technical advice and matching funds are available under the program as specified <br /> In Chapter 10~9 6f S~ssion'La~ 1977. <br /> <br /> 1. Automated Processing of Land Parcel Records: July 1982 - Future <br /> <br /> We plan to begin our project on July 1, 1980 ad~ according to our plan, complete <br /> the mapping by July 1, 1982.
