To prepare a mass transit feasibility study, the cost will be ap- <br /> proximately $22,000 00. Funding can be obtained by applying for a <br /> Planning and Technical Assistance Grant from the North Carolina Deparn- <br /> merit of Transportation under Section 18 of the U~A. The grant would <br /> require s ten percent (10%) local match of which one-half (~) must be <br /> cash contribution and the other half can be in-kind costs. It is fur- <br /> ther suggested that each county contribute half of ten percent (10%) <br /> local match, amounting to $1,100.00 of in-kind and cash contribution <br /> from each of the two counties <br /> <br /> To coordinate this study between Rowan and Cabarrus Counties, it <br /> is suggested that Cabarrus County be the lead applicant in applying <br /> for funds on the behalf of the two counties. In the case of multi- <br /> county studies, the North Carolina Deoartment of Transportation requires <br /> one of the governmental bodies to app%y for grants and handle the book- <br /> keeping for the funds received. Since Cabarrus County is in the process <br /> of contracting a transit planning study, Department of Transportation <br /> officials suggest that an addition of this study be in contract provis- <br /> ions. <br /> <br /> The benefits of a mass transit feasibility study are that the stody <br /> can propose a framework designed ~o provide th~ most suitable system <br /> that could be used by the public in the urban area, and provide advanced <br /> information on the costs of the proposed system.
