Cowan, Director~J~- <br /> Cabarrus County Parks & Recreation Dept. <br /> <br /> Subject: Community Based Alternatives/Wilderness Adventure Program <br /> <br /> On May 12, 1980, the Cabarrus Board of County Commissioners authorized <br /> our agency to apply for a Community Based Alternatives (CBA) Grant to <br /> provide outdoor wilderness opportunities for approximately eighty four <br /> youths referred by the Court Counselor Service, Department of Social <br /> Service, Mental Health, and other agencies. The total amount of State <br /> Funds requested from the N. C. Department of Human Resources, was <br /> <br /> ~(~Z-The planned program consists of two summer challenge programs running <br /> for a duration of three weeks each, with technical assistance ~rovided <br /> by the Albemarle Parks and Recreation Department through a contractual <br /> agreement. In addition, three weekend camping experiences will be pro- <br /> vided during the remaining months. <br /> <br /> Upon authorization from Commission Chairman Troy Cook, the first Summer <br /> Adventure Program was initiated on July 28, 1980 and is currently being <br /> implemented. <br /> <br /> The first quarter funds in the amount of $1,559.50 have been forwarded <br /> directly to the.Finance Officer. However, I recommend that the Board of <br /> Commissioners authorize a .~u~get am__ej]_d~ent to-the Parks and Recreation <br /> Department's Budget in the amount of $6,238.00, which represents the <br /> expenditures and anticipated Stat~ revenues t~r the entire program for <br /> Fiscal Year 1980-81. <br /> <br /> Attached is a copy of the proposed budget for the programs to be offered. <br /> Actual cash match over and above services provided by current full-time <br /> and part-time staff by the various agencies involved, which includes the <br /> Concord Parks and Recreatio~ Department, Mental Health Department, Court <br /> Counseling Service and our Department; is $135.00. These funds will be <br /> contributed towards the cost of camping equipment which will become the <br /> property of the County. <br /> <br /> If there are any questions.concerning the CBA G~ant and the Outdoor Wil- <br /> derness Program, Rick Best or myself will gladly appear before the Com- <br /> missioners to review the program. <br /> <br /> <br />
