Gibson, Jr. ~~_~ <br /> SUBJECT: Federal Emergency Bu~l~n~ T~j~perature Restrictions <br /> <br /> On April 15, 1980, President Carter extended the Federal <br /> Emergency Building Temperature Restriction Program until <br /> January, 1981. Under the program, non-residential buildings <br /> may be heated no higher than 65 degrees, cooled no lower <br /> than 78 degrees, and hot water temperature may not exceed <br /> 105 degrees. The State of North Carolina will continue to <br /> administer this program in its second phase. <br /> <br /> The N. C. Energy Division, Department of Commerce, is again <br /> asking that each county and municipality provide the personnel <br /> (i.e., building inspectors) to conduct the inspections. A fee <br /> of twenty dollars will be reimbursed to each local government <br /> unit for inspections performed. <br /> <br /> Local responsibility will be to conduct the inspections, com- <br /> plete the (building) inspector's report, and return the com- <br /> pleted report to the State Energy Division. The State Energy <br /> Division will forward reports to the U. S. Department of <br /> Energy who will determine legal compliance, and issue any <br /> warrantable citations. <br /> <br /> Attached ate the appropriate forms and regulations needed for <br /> the designated inspectors to review and become familiar with. <br /> Tile number of inspections that each county or municipality <br /> will be asked to perform will not exceed 50 in a three month <br /> period. The State Energy Division will provide the training <br /> for conducting inspections, and also schedule workshops .for <br /> Building Owners and Managers. <br /> <br /> We are counting on your participation in this program. Please <br /> submit the names of individuals who will perform the inspec- <br /> tions, not to exceed three. We request that you do this no <br /> laker than October 20, 1980, in order that the State Energy <br /> Division can begin the scheduling of training sessions. <br /> <br /> 430 N.
